Revoking all the previous orders/circulars regarding trainee Ratings (seamen) intake for training in National Maritime Institute Chittagong The government has enacted the following legislation:
1) Selection Board: In order to conduct the oral exam for the trainee ratings (seaman) intake for National Maritime Institute there will be a Selection Board. And the Selection Board will be consisting of the following officers:
a) Principal, National Maritime Institute – Chairman
b) Representative of Ministry of Shipping – Member
c) Representative of Department of Shipping – Member
d) Representative of Marine Academy – Member
e) Chief Nautical Instructor, National Maritime Institute – Member
f) Chief Engineering instructor, National Maritime Institute – Member
2) Branch of Trainee ratings(Seamen):
In order to provide for the national and foreign flag ships the following trade categories ratings will be selected and subsequently training will be given:
a) Deck Rating
b) Engine Rating
c) Saloon Rating(steward & cook)
3) Pre-requisite for selection as trainee ratings(Seaman):
a) For applying as trainee ratings(seaman) the following qualifications are required:

1.

Educational qualification The minimum qualification for deck & engine rating is SSC (science), minimum GPA 2.5 or equivalent. And for Saloon Department Minimum qualification SSC from any group, with minimum GPA 2.5 or equivalent.

2.

Age limit Age limit should be from 16 to 20 years. Other than SSC certificate no other certificate or guarantee will be accepted as a proof of age.

3.

Nationality The candidates have to be a Bangladeshi citizen. Provided with proper permission from Government other nationality person can be selected.

4.

Physical fitness The candidates have to be fit as per STCW 2010 convention .The National Maritime Institute has to declare the main checklist for fitness during its advertisement for intake.

4) The required qualification for experienced trainee ratings(seaman) for different branches:
4(a) For Naval Candidate: After fulfillment of the following conditions the qualified sailors (From seaman, mechanical or electrical branch) from Bangladesh Navy after successful completion of service will be selected for merchant ships in the ratings for Deck, Engine and electrical branch-
I) Candidates have to submit no objection certificate from navy.
II) Educational qualification: At least SSC (science), minimum GPA- 2.5 or equivalent.
III) At least 2(two) year sea-service in naval ship of Bangladesh Navy (after completion of training).
IV) The candidate has to be physically fit as per STCW 2010 convention.
4(b) Educational qualification & experience for other candidates:
4.2(a) various ratings:

a)

Carpenter Diploma in Carpentry from any government approved technical educational institute or course completion certificate of carpentry from any approved vocational institute with 2(two) year experience and also with SSC or equivalent pass or with same educational qualification and from the same branch of Bangladesh Navy after successful completion of service with 2(two) year real experience with 6(six) months training from naval carpentry workshop.

b)

Fitter(Deck) Diploma in Mechanical Engineering from any government approved technical educational institute or at least SSC/equivalent pass and 4 (four) year experience with 2(two) year trade course certificate from the same branch from any approved vocational institute. Candidate’s welding experience will be given priority or with the same educational qualification from Bangladesh Navy’s successfully retired sailors of fitter (deck) of mechanical branch with 2(two) year real experience in the relevant field and also with 6(six) months training from naval engineering workshop.

c)

Fitter(engine) Diploma in Marine/Mechanical/Power/Automobile Engineering from any government approved technical educational institute or at least SSC/equivalent pass with 4(four) year experience with 2(two) year course completion certificate from any approved vocational training institute. Candidate’s welding experience will be given priority or with the same educational qualification from Bangladesh Navy’s successfully retired sailors of mechanical branch with 2(two) year real experience in the relevant field and also with 6(six) months training from naval engineering workshop.

d)

Diesel Mechanic/Pump man Diploma in Marine/Mechanical/Power/Automobile Engineering from any government approved technical institute or at least SSC/equivalent pass with 2(two) year work experience with 2(two) year trade course certificate or with the same educational qualification from Bangladesh Navy’s successfully retired sailors of mechanical branch with 2(two) year real experience in the relevant field and also with 1(one) year training.

e)

Plumber Diploma in relevant branch from any government approved technical educational institute.

f)

Electrician Diploma in relevant branch from any government approved technical educational institute. Candidates with 1(one) year experience in the relevant field will be given priority or with the same educational qualification from Bangladesh Navy’s successfully retired sailors of electrical branch with 2(two) year real experience in the relevant field and also with 6(six) months training from naval electrical workshop.

4.2(e) The candidates have to understand English and have the ability to do conversation in English.
5. Procedures for selecting trainee ratings:
a) The Principal of National Maritime Institute will take suggestion from Shipping Master of Chittagong office and will determine the candidates’ quantity at various ranks and will call for application after giving circular in at least 3 national news papers and also giving notice to National Maritime Institute and also to Government Shipping office.
b) After the circulation the candidates will submit the required documents to the Principal of National Maritime Institute directly or via registered post.
c) The candidates have to apply in the prescribed form of National Maritime Institute. The candidate has to fill up the form by his own hand. Along with the form pay order/bank draft worth 200/- taka has to be deposited in favor of Principal, National maritime Institute as the application fee. Application form will be distributed/supplied through National Maritime Institute website. Apart from this application form will also be distributed/supplied from National Maritime Institute premise.
d) The principal of National Maritime Institute will undertake to sort out application in certain time. The applications which fulfill the required criteria will be accepted as correct. Incomplete applications will be rejected. Accepted applicants will be called for English, Math & General knowledge written exam. Depending on the quantity of candidates the Principal will arrange to take their exam at suitable places.
e) The written exam for trainee ratings(seaman) will be out of 150 marks( 50 for English, 50 for Math and 50 for General knowledge).The pass mark is 60 out of which 20 marks has to be obtained in English.
f) The successful candidates at written exam will be called in front the viva board for selecting trainee ratings (seamen) constituted by government. The total marks for viva exam will be 25.The pass mark for viva is 50% marks. The list of finally selected candidates will be circulated in due time by the selection board.
g) The medical board consisting of 3(three) members of government doctors appointed by the chairmen of the selection board will carry out the medical check up of selected candidates. The X-ray of chest, urine (sugar/albumin), blood (VDRL), eye vision & color vision (free from color blind) tests of candidates will be done as per the standard of STCW 2010 convention and government approved standard. The expenses for medical check up will be beard by the candidates. The total expense for medical check up will be declared in the call card for medical test.
h) Before getting admission into National Maritime Institute candidates have to give guarantee to abide by all the rules and regulations of the institute in a non judicial stamp of 150 taka.
i) If any selected candidate after getting the call for training fails to report to National Maritime Institute in due time his candidature will be cancelled provided if there is any case of illness or any unavoidable situation for not reporting in time and if the reason seems satisfactory to the Principal he may take decision in favor of the candidate after considering his application.
j) The Principal of National Maritime Institute will undertake to verify the identity and character of the candidates by the relevant district’s police administration. More over for verifying the certificates of SSC/equivalent exam verification fees will be taken from candidates and sent to the relevant education board for verifying the certificate by that board. If any certificates founds to be fake or any information provided by the candidate found wrong in the later period or any police report found against the candidate the studentship of that person will be cancelled. After completion of the training if any CDC is issued in favor of that candidate it will also be cancelled.
k) If any candidate fails to receive training properly or breaches any discipline during training or proved guilty for any immoral activities the Principal of National Maritime Institute may cancel his candidature after following appropriate procedure. If any candidate fails to pass the final exam he can go for re-exam/re-training after giving the requisite fees.
l) Besides forms mentioned above the matters regarding other forms, application procedure, viva procedure etc. if required will be discussed and decided with the Ministry by the Principal of the institute i.e. Chairman of the selection board.
m) Swimming test for the selected candidates will be taken after getting the requisite fee.
6. The quota system for selecting trainee ratings(seaman):
a) The selection will be done as per merit.
b) At best 20% quota will be preserved for the son of CDC holder (late, retired or in service) seaman. If seaman quota is not filled up remaining will be filled up by merit list.
c) To select efficient trainee ratings (seamen) 10% quota will be preserved for the sailor branch of Navy’s ex naval soldiers. If naval quota is not filled up remaining will be filled up by merit list.
7. Procedures for making good the expense of selecting the trainee ratings (seamen):
The money received from application fee will be properly maintained and all expenses for selection procedure will be made good from this account. The remaining money (if any) will be spent for training purpose.
